Phillips Borowski opens new Rhinelander office

Phillips Borowski, S.C., a Wisconsin firm specializing in government and municipal law, has announced the opening of a new office in Rhinelander to be closer to the needs of the Northwoods. Andrew Smith, former Oneida County Board Chairman, will head the new location up at 8A West Davenport Street, Suite 200.

“We have long worked and collaborated with the hardworking county, municipal and school district officials in the northern part of our state and this office gives us an opportunity to have a physical presence every day in the Northwoods,” said Andrew T. Phillips, partner with Phillips Borowski, S.C.

The Rhinelander office will be a seamless continuation of the work of the entire firm and specializes in government and municipal law, including counties, school districts and other municipalities, as well as special districts and collaborative ventures. Phillips Borowski also are experts in business law, employment and labor law, and litigation.

“Andy Smith, a longtime county official who has an intimate understanding of the day-to-day operations of public entities, will run the Rhinelander office,” said Daniel J. Borowski, partner with Phillips Borowski. “We believe his expertise will help us to continue to provide knowledgeable and collaborative work with our clients.”

Smith served as Oneida County Board Chairman from 2004 to 2010. Smith has represented counties, towns, school districts and related local government entities throughout Northern Wisconsin. He has represented these clients in a wide-variety of complex litigation matters in state and federal courts, as well as providing counseling advice on their daily operations.

“As a former elected official, Andy has the experience to quickly understand the issues facing local governments from their perspectives, while applying the specialized knowledge he developed through representing them as their attorney,” Phillips said. “Andy also represents numerous individual clients and small businesses helping them with their business and estate planning needs.”
